Ninoy Aquino International Airport is the primary gateway to Metro Manila and surrounding provinces including Batangas, Cavite, and Laguna.

Entry process for Filipino international passengers:

For Overseas Filipino Workers (OFWs)

(Families traveling with at least one OFW will all be considered OFWs)

  • Register for a ONE HEALTH PASS account by clicking this link. You will be given a QR code and unique transaction number
  • Pre-register for a COVID-19 swab test
  • You must fill the Electronic Case Investigation Form (eCIF) 3 days before your day of departure — For land-based OFWs, click this link; For sea-based OFWs, click this link
  • Check your email for the confirmation and QR code. Save both
  • Create or update your account on OASIS. You can access this OFW Assistance Information System here
  • Download the TRAZE app. Sign up for an account. Airline staff will check this account to ensure contact tracing
  • Before your flight, return to the ONE HEALTH PASS website. Answer YES to the “Are you currently at the Airport of Departure or are you Departing today for the Philippines?” query
  • Sign the Declaration and Waiver Form when you check in. Present the QR code that was sent to you after you filled the eCIF
  • Get proof of vaccination if you are a fully vaccinated traveler from a green country. This could shorten the length of your hotel quarantine from 10 to 7 days
  • Fill the arrival card and Bureau of Customs form in-flight
  • After you arrive, participate in the briefing conducted by airline staff and the Philippine Coast Guard
  • Undergo temperature check
  • Fill the OWWA Project Care slip
  • Sea-based OFWs will have to head to the Validation and Verification area where a personnel will confirm registration
  • Submit Arrival Card at Immigration
  • Clear Customs and proceed to airport desks that will assign you your hotel and arrange transportation as well
  • Land-based OFWs will present QR code from eCIF and OWWA Project Care slip at OWWA desk
  • Sea-based OFWs will head to MARINA desk
  • Pick up your bags from the baggage claim area
  • Clear Customs inspection and submit Customs form
  • Check in at the hotel and wait for the schedule of RT-PCR test on Day 7. If you feel unwell before the test, inform the hotel staff 
  • Undergo RT-PCR testing on Day 7 (non-vaccinated) or Day 5 (fully vaccinated). Day 1 starts on the day of your arrival in the Philippines. If you test positive, you will be assessed by a health or BOQ officer. If you test negative, you will receive the result and a BOQ Medical Quarantine Certificate for clearance from the hotel
  • For transport, contact relatives or coordinate with OWWA or their OWWA UWIAN NA portal (land-based OFWs) or local manning agency (sea-based OFWs) 
  • Complete 14-day quarantine/self-isolation under the supervision of your local government unit or Barangay Health Emergency Response Team.

For Non-OFWs

  • Register for a ONE HEALTH PASS account by clicking this link. You will be given a QR code and unique transaction number
  • Pre-register for an RT-PCR test 3 days before departure. Fill the eCIF (Electronic Case Investigation Form) — For Cebu Pacific and other Terminal 3 and Terminal 1 passengers: PadLab; For Philippine Airlines Passengers (Terminal 2 passengers): bit.ly/MNLPALeCIF
  • Save the confirmation email and QR code for use on the date of travel
  • Sign up for a mandatory TRAZE account to ensure contact tracing
  • Download, print and fill the Affidavit of Undertaking to submit upon arrival in the Philippines
  • Pre-book a hotel here (If you are not vaccinated, a confirmed booking at a DOH-BOQ-approved hotel for at least 10 days is needed. The total duration of quarantine is 14 days, 10 of which are to be spent in a hotel and the remaining at home. If you are fully vaccinated — and from a country on the green list — only a 7-day quarantine is needed)
  • Before your flight, return to the ONE HEALTH PASS website and select YES to “Are you currently at the Airport of Departure or are you Departing today for the Philippines?”
  • Fill up the Declaration and Waiver Form that will be given to you by the staff after check-in. Present your QR code and Traze app details
  • Fill out the Customs Form and Arrival Card in-flight
  • Once you reach the Philippines, participate in the briefing conducted by the Philippine Coast Guard and airline staff
  • Undergo a temperature check 
  • Verify quarantine hotel booking and validate your Affidavit of Undertaking
  • Arrange transfer to hotel by approaching the appropriate desks. Use the sticker given by airport staff to indicate your choice of transportation
  • Go to the verification booth where medical staff will confirm eCIF data
  • Pay for your RT-PCR test (P4000) with cash, card or online payments (AliPay, WeChat Pay, PayPal, and GCash)
  • Place the sticker you get on the back of your passport
  • Clear Immigration Inspection by submitting your filled Arrival Card
  • Pick up bags from Baggage Claim 
  • Submit signed Affidavit of Undertaking and filled Customs form
  • Proceed to transfer to hotel
  • Check in. Know all government and hotel policies. Wait for the test schedule on Day 6. If you feel unwell anytime before that day, inform the hotel staff
  • On day 3, you will get a follow-up email for confirmation of hotel and room number. It will have a checklist for health updates which you would need to answer within 4 days of your quarantine stay
  • The testing agency could contact you or your hotel to confirm your location and schedule
  • There will be an RT-PCR test on Day 7. Be ready with your passport, QR code and payment receipt
  • If you are fully vaccinated and from a country on the green list, the test may be done on Day 5. If you test positive, you will be assessed by a DOH/BOQ officer. If you test negative, you may get your BOQ medical certificate. Send an email to boq.qc1@gmail.com or helpdeskboq@gmail.com with your full name and full address, current hotel and room number, country of origin, date of arrival in the Philippines, number of quarantine days,  and a copy of your official test result.
  • Get clearance from the hotel (present your negative test result and BOQ medical certificate)
  • Arrange transportation
  • Complete 14-day quarantine/self-isolation under the supervision of your local government unit and Barangay Health Emergency Response Teams.

If you are fully vaccinated, secure proof of vaccination to probably shorten your quarantine from 10 to 7 days.

Conditions:

  • You are from a country on the green list (Click here to read the list)
  • You stayed exclusively in countries on the green list for the past 14 days before arriving in the Philippines
  • You are fully vaccinated (You are considered FULLY-vaccinated 14 days AFTER you get your second dose of a 2-dose vaccine (or your only dose of a 1-dose vaccine))
  • Your vaccination status is verified as valid upon arrival.

Airport transit through countries not on the green list does not change anything. 

If you are vaccinated in the Philippines, the name of your vaccine must be in the list of the Philippine Food and Drug Administration (FDA) or through a Compassionate Special Permit (CSP).

The following are accepted proof of vaccination:

  • Vaccination card issued by LGU or hospital (original / hard copy)
  • Certificate of Vaccination issued by LGU
  • International Certificate of Vaccination or Prophylaxis (ICV) issued by the BOQ

If you are vaccinated abroad, present (for OFWs) Official Documentation of Full Vaccination verified by the Philippine Overseas Labor Offices (POLO), and Vaccination Certificate issued by the place’s local health authorities (for non-OFWs). 

The Philippine authorities must be able to confirm or verify that the certificate is valid or authentic.

The vaccine must be in the Emergency Use Listing of the World Health Organization.
